Get and run Toil on top 20 WDL workflows from Dockstore

We want to find the top 20 most popular WDL workflows from Dockstore, so we can try and parse (or run?) them with Toil to see where it fails on Cromwell-isms or Toil bugs.

This will involve talking to the Dockstore team and trying to parse the workflows with Toil (maybe by trying to run them and seeing if they fail at type checking).

A lot of the results might be “I couldn’t run this because I couldn’t get input files”, and some will be “Toil doesn’t work with this because it doesn’t do X like Cromwell does”.
